False information given to Secretary of State's office
by Riverside County Registrar of Voters Barbara Dunmore.
On January, 20th 2005, Mrs. Dunmore made statements that she knew to be false to
the California Secretary of State's office. This was done as an attempt to
convince the Secretary of State's office that Riverside County could not meet
the state requirements for a voter verifiable paper trail.

this imaginary problem.

Registrar of Voters Demonstrates Contempt for Political Party Leaders
Before the November 2004 election, it was drawn to the attention of the
Riverside County Board of Supervisors that an Elections Department employee,
Bobby Allen, had posted comments on a website saying that he hoped there would
be big problems in handling the absentee and paper ballots, and that he would
"sit back and laugh" when it happened. The supervisors were also informed, with
thorough documentation, that Allen had spent considerable county time on county
computers indulging in hobby activities, including putting up hundreds of
postings under the name slacker1bob. A few days later, still before the
election, officials of all five active political parties in Riverside County
submitted a
letter to Riverside County Registrar of Voters Barbara Dunmore asking
for quick action to be taken to keep Allen from having any access to the
ballots.

The Registrar of Voters did not respond to anyone who submitted the letter.
They are still waiting. But the Registrar of Voters has now sent a clear
message, essentially spitting in the faces of the party leaders.
The Registrar of Voters put her seal of approval on Bobby Allen's actions by
selecting him to be on a recount board. The picture to the left was taken on
December 2nd, 2004 during the recount of a local race for Indio.

Mr. Allen's position on the recount board gave him access to the very same
ballots about which he stated his hopes for a disaster. This appointment of the
aptly self-named Slacker Bob is apparently intended as a message of contempt
for political party leaders, and voters generally. Will inaction by the Board
of Supervisors show their contempt for voters as well?

Comments Made by Registrar of Voters' Employee
An employee at the Registrar of Voters office has been posting to Internet
forums during working hours for years. In a posting to blackboxvoting.com, he
says, "I hope there will be plenty more blunders, similar to Florida in the
2000 Presidential, just so I can sit back and laugh at you." To see my

On Wednesday, October 20th, 2004 a letter was delivered to Registrar of Voters
Barbara Dunmore demanding prompt action in dealing with the employee who stated
that they wanted problems to occur with paper ballots. The letter was signed by
central committee members of all the active parties in Riverside County.

Accuracy Test for November 2004 - Crash!
Multiple observers witness the Central Tabulation software crash during a test
of the county's electronic voting system. Test observers were not allowed to
inspect the data that was entered into the system. Observers were not allowed
to inspect the cartridges data was stored on to see if they were empty before
they were inserted into the voting machines. The lead technical staff member
from the Registrar of Voters gave the press misleading information about the

Suspicious Behavior in Riverside County
In September 2004, a judge ordered that Riverside County back up election
information from the March 2nd 2004 Primary that was stored in electronic
voting machines. The judge specifically stated that this process was supposed
to happen in front of observers. I went to observe the data transfer on
September 9th 2004. Unfortunately I was prevented from actually observing the
data transfer process. I was allowed to stand in the same room that the alleged
transfer happened in but most of the voting machines were faced away from me
and they had their privacy screens up, completely cutting my view of what was

Riverside County Can't Answer Questions
After growing tired of receiving misleading or incorrect information about the
county's voting system, a group of people submit a letter to the county
demanding that they finally start giving real answers to questions about the
county's voting system. The letter was signed by central committee members of
the Democratic, Libertarian, Peace and Freedom, and Republican parties,
including three county chairs. Officials of several non-partisan organizations
also signed the letter. The county needs to answer all of these questions,
including the ones about the use of uncertified software and a major breach of
security from within the Registrar of Voters' office. To see the letter click

Registrars of Voters Resort to Mudslinging
Former Riverside County Registrar of Voters Mischelle Townsend and San
Bernardino Registrar of Voters Scott Konopasek co-write an opinion piece
asserting that there is a conspiracy to undermine election confidence from
people who are "dishonest" and "dangerous". Not a single person is named in the
article. This is because the conspiracy was completely fabricated by Ms.
Townsend and Mr. Konopasek. Get the details here:

Logic and Accuracy Test for California Recall Election
A Logic and Accuracy test was held on September 9th, 2003 for the California
Recall election. There were several problems I saw with the running of the
test. Among them were: 8People signed a form stating that they had witnessed
the test and had verified the results, before the test was completed. 8The test
was run in a pre-election mode of the vote counting software. No test was run
on the software while it was in the configuration that it would be in on
election day. 8The observation board was given a seriously misleading
description of the make up of the voting system that Riverside County uses.
Sequoia Voting Systems, the manufacturer of the touchscreen systems, also gives
a very misleading description of their products on their website and in their
brochures.
